On Friday, December 16, 2022, the Board of Directors of the African Development Bank Group approved a €39.30 million loan to the Government of Senegal to implement the first phase of the National Livestock Integrated Development Support Project.
The project supports national sanitary and veterinary prophylaxis policies. It supports the national roll-out of five vaccination campaigns against animal diseases. It will also support the development of a bivalent vaccine against Newcastle disease and fowlpox.
The funding will also rehabilitate and equip regional diagnostic laboratories in Kaolack, Linguère, Matam, Tambacounda, Kédougou and Kolda with modern equipment. Thirty officers will receive training in the national epidemiological surveillance system and another 75 officers will receive training in animal food control.
Marie-Laure Akin-Olugbade, acting vice president of the African Development Bank Group, responsible for regional development, integration and business delivery, said:“This program will identify and implement the necessary synergies with the projects of the special agro-industrial processing zone, in particular the North Agropolis project, in which livestock farming is a priority. in terms of quantity and quality of meat and milk for future industrial units.”
The program will increase the availability of high-quality plant biomass by supporting ten producers of certified feed seeds. In Nguékhokh (Mbour department), a 50-hectare feed farm is being set up for the incubation of young people and women and another 100 hectares for feed entrepreneurs. The program also envisages the construction of 20 feed compaction and compaction units for youth and women, as well as 20 livestock and poultry feed production units.
The program will also promote innovative production models, with the creation of 30 mini dairy farms equipped with a biodigester for the development of animal waste through the production of biogas, as well as 12 modern cattle fattening platforms (centers equipped with facilities to convert lean fattening animals for slaughter). There will be a credit line to support sheep fattening, sheep breeding, dairy farming and pig farming. Finally, three livestock markets and three mini slaughter and poultry packing units will be built and equipped. The project will train 2,500 meat processors (butchers, delicatessens, rotisseries) in sanitary standards and in the production of a range of items (hams, sausages, pastries).
The project’s areas of intervention include Diourbel, Louga, Kaolack, Kolda, Dakar, Thiès, Fatick, Kaffrine, Sédhiou and Ziguinchor, where the focus will be on the milk, meat and honey value chains. Approximately 32,000 value chain actors, including 16,000 women and youth, will benefit.
As of July 31, 2022, the African Development Bank Group’s active portfolio in Senegal comprised 29 operations, with total funding of €2.3 billion.
