Born in Kansas City, she pursued her academic endeavors at the Faculty of Political and Social Sciences at the National Autonomous University of Mexico. Graduating in 1981, her thesis titled “The Movement of Non-Aligned Countries in contemporary world dynamics” earned her honorable mention, showcasing her early dedication and expertise in the field of diplomacy.
Entering the Mexican Foreign Service in 1990 marked the beginning of Ms. Rueda’s illustrious career in diplomacy. Throughout her tenure, she has held various pivotal roles, including Director of Border Affairs and Cooperation and Minister at the Mexican Embassy in Hanoi, Vietnam. Her diplomatic service has spanned across continents, with notable appointments as Ambassador to Jamaica, concurrent to The Bahamas, and Ambassador to New Zealand, among others.
Ms. Rueda’s contributions to international relations have been widely recognized, evidenced by her appointments as Permanent Representative of Mexico to the Seabed Authority and Special Advisor for Migration Affairs to the Undersecretary for Multilateral Affairs and Human Rights. Her dedication to promoting cultural exchange, economic cooperation, and mutual understanding has been instrumental in strengthening Mexico’s diplomatic ties with countries around the world.
